  Yeah, there are quite a few NPCs in Claudio. You can tell that a player is an NPC if you go to the world tab, and click the players sub-area. In there, it will show everyone who has ever created an account. NPCs were created ~31 days, 5 hours ago. There might be some that were created later though.

  how do you tell if someoone is an npc other than when they were created?

  Although I might be wrong, I don't think NPCs come into chat, or will respond to any messages you send them. The currently cannot join orgs, but it has been suggested to allow them to do so in the future.
