  At level 14, there is an identity reveal tech, DMR, which has a rank of 12 out of 100 for identity reveal, costs 42k for 11 days, and has no downsides or vulnerabilities.
  At level 21, there is a similar identity reveal tech, BTR, which also has a 12 out of 100 for identity reveal, costs 63k for 10 days, and makes the user have -10 hack defence speed.
  
  In case you haven't noticed, the level 14 tech is better than the level 21 tech. Is this a mistake?

  probably. although having a negative hack defence speed could be used to your advantage in some situations, trying to get an incoming attacking device to be more likely to crash on failure.
