  Currently non-veteran zone players are hacking NPCs that are in the veteran zone. Because the NPCs can't hack their devices back, the lower leveled players are able to keep them, normally, for 24-48 hours. I suggest that NPCs are put in zones, and only hackable by players in that zone. This would give hackable more devs to the veterans, and would give some devices that could be easily hacked for newbies.
  I'm not sure if you've read this or not, but it's really hard to level up at the top. All the devices I can hack are easily taken. I've only be able to level up through massive amounts of cracking. This really needs to be fixed.

  you may have already reached a rank at which there are no achievements. there will be achievement for every level.
  
  and in the steady state players in the veteran zone won't (or shouldn't be on their own quite as much as in this limited beta.
