  First of all I hope this doesn't sound like a complaint cause that is not my intention:)
  
  Ok so since doing the tutorial, I've done some hacking, but mostly cracking, and it seems to me that there are no serious repercussions for being unable or unwilling to cover your tracks. Nor any real gains in controlling another player's dev for a day or two.
  
  If you manage to hack someone or vice versa you/they can either perform a hack to force the dev offline and regain control immediately or use the "force offline" link and wait a day or so to regain the dev.
  
  In a month and a half I have acquired 14+mil and counting with little effort and I can't seem to find anything other than dev resets and software leases to spend it on.
  
  Finally my question being: Are there aspects to the game (other than those restricted to higher levels and those awaiting re-introduction) that I'm unaware of?

  well not really missing something, in fact your assumption is pretty sound. the fact is that as you progress through the ranks you find extra functions (like the Adware function which enables you to make money from the other players' devices you control. Reason you are able to get so much cash is that there hasn't been a lot of players on just recently.
